Get a scroll
Buy the Scroll of Rarity (item 33390) with Blue Chips or AP. Both currencies scale the same way as you buy larger bundles.
Reroll honestly
Using another scroll replaces the existing rarity result. There is no lock, protection, guaranteed Eternal tier, or guaranteed affix.
Keep other systems
Rarity coexists with Awakening, piercings, Ascended jewels, elements, upgrades, Equipment Growth, binding, and Transmutation.

What can roll?
Weapons, shields, armor, fashion, cloaks, and masks are eligible. Jewelry, pickup pets, Raised/System Pets, cards, jewels, consumables, materials, boxes, and quest items are excluded.
Ascended Rarity Scroll
The Ascended scroll works on Rarity-eligible equipment at Ascended +0 through +20. It rolls only the top three tiers. The ordinary scroll retains its six-tier roll.

The Ascended Rarity Scroll is bought with AP only — it has no Blue Chip price. Fixed bundles contain 25, 50, or 100 scrolls. Website AP purchases remain unavailable; AP is spent through the in-game AP Shop.
